রোপা বিধি প্রকাশিত হতেই ফের আলোচনা সরকারি কর্মচারী মহলে৷ সৌজন্যে ‘পে ম্যাট্রিক্স’৷ রোপা বিধির পে ম্যাট্রিক্স এর কারনে সরকারি কর্মচারীদের মূল বেতন বেশ কিছুটা বাড়ছে৷ কিন্তু, ঠিক কীভাবে বাড়ছে মূল বেতন?


6th pay commission এর ROPA 2019 যখন থেকে প্রকাশিত হয়েছে তখন থেকে রাজ্যের সরকারি কর্মচারীদের হিসাব নিকাশের শেষ নেই। এবার প্রথম রাজ্যের কোনও PAY COMMISSION এর সঙ্গে “PAY MATRIX” এর সংযুক্তি করণ করা হয়েছে। এই পে মেট্রিক্স এ মোট 33 টি ধাপ বা লেভেল দেওয়া হয়েছে।

ইতিমধ্যেই 6th pay commission এর মূল ROPA 2019 প্রকাশ পেয়েছে । সেখানে যদি পেজ নং 4 এর 7 নাম্বার পয়েন্টটি লক্ষ্য করা যায় তাহলে দেখা যাবে যে, কিভাবে একজন কর্মচারীর বেতন ফিক্স করা হবে PAY MATRIX অনুসারে এবং এই পয়েন্টটি নিয়ে মূলত বিতর্ক। আসলে যেটা বিভিন্ন সংবাদ মাধ্যম ব্যাখ্যা করছে যেটা PAY COMMISSION বা FIXATION এর টার্ম এ বলা হয় “ROUND OFF” .

“7. Fixation of initial pay in the revised pay structure.‐ (1) The initial pay of a Government employee who elects , or is deemed to have elected under rule 6 to be governed by the revised pay structure on and from the 1st day of January, 2016,shall,unless in any case the Governor by special order otherwise directs, be fixed separately in respect of his substantive pay in the permanent post on which he holds a lien or would have held a lien if such lien had not been suspended , and in respect of his pay in the officiating post held by him , in the following manner , namely:‐
(a) in the case of all employees,‐
(i) the pay in the applicable level in the Pay Matrix shall be the pay obtained by multiplying the existing basic pay by a factor of 2.57, rounded off to the nearest rupee and the figure so arrived at will be located in that level in the Pay Matrix and if such an identical figure corresponds to any Cell
in the applicable level in the pay matrix , the same shall be the pay , and if no such cell is available in the applicable level , the pay shall be fixed at the immediate next higher Cell in that applicable Level of the Pay Matrix,as per schedule V .”

এই হিসাব করতে গিয়ে ম্যাক্সিমাম এমপ্লয়ী দেখছেন যে,তাদের BASIC PAY কে 2.57 দিয়ে গুন করলে যে গুনফল সেটা “PAY MATRIX”এ নেই ফলে তাদেরকে স্বাভাবিক ভাবে উপরের ভ্যালু ধরতে হচ্ছে যার ফলে অটোম্যাটিক ভাবে একটু বৃদ্ধি পাচ্ছে।

অর্থাৎ রোপার যে কথাটির জন্য এই টি হচ্ছে সেটি হল “Revised Pay in the Pay Matrix will be fixed (either equal to or next higher in Level )” আরও কিছু উদাহরণ দিয়ে বিষয়টি দেখা যাক । জিপি ২১০০ এবং বিপি ৮৭০০। 
তাহলে ৮৭০০*২.৫৭=২২,৩৫৯ রাউণ্ড হবে ২২,৪০০ । কিন্তু যেহেতু জিপি ২১০০ ঘরে ২২,৪০০ নেই আছে ২২,১০০ এবং ২২,৮০০ তাই  নিতে হবে ২২,৮০০ FIXATION এর ফর্মুলা অনুযায়ী । 
অর্থাৎ FIXATION এর সময় কিছুটা হলেও যে বেতন বৃদ্ধি হচ্ছে এটাকেই মূলত বিভিন্ন সংবাদে প্রকাশ করেছে।
